But he was greatly lacking in Legacy Points at the moment, so he had to save them as much as he could and look for as many high-level quests as possible to earn more.

The three Elemental Spirits Raijin, Fūjin, and Suijin were all Ancient Elemental Spirits, which were comparable to Supremes and Monarchs. All of them were directly promoted to their previous ranks right after she cleared her promotion quest.
One of the reasons was because she was an elf, particularly Ancient Elf, which had a deep connection with the Elemental Spirits. This made most of the sealed powers of the three elementals get unlocked right after she became Tier 3.
From the quest description, it was said that it would only be triggered once a certain number of Elemental Spirits became Supremes and Monarchs was reached. It seemed to be a system restriction that would prevent the players from getting too many powerful companions in the early stages of the current patch.
